"Riley and Circuit Judge candidate David Wells successfully sued the county for FOIA and Open Meetings Act violations that uncovered $1.2 million that was secretly shifted from Muskegon taxpayers to the Brookhaven Care Facility.
That's in addition to the $2.35 million the county still calls a "loan".
